EU Scoping Paper for the Societal Challenge 7: Secure Societies 2018-2020 Work Programme.

The European Commission has published the Scoping Paper for the Societal Challenge 7: Secure Societies 2018-2020 Work Programme.

The paper was developed following consideration of the report from the Protection and Security Advisory Group for Societal Challenge 7, the results of stakeholder consultation, and the guidance proposed by the cPPP Strategic Research and Innovation Agenda on Cybersecurity and Digital Privacy and the Connect Advisory Forum paper on Cybersecurity.

The paper identifies the following key areas of focus for the forthcoming funding period:

  • Borders and External security;
  • Fighting Crime and Counter-terrorism;
  • Secure and Resilient Societies;
  • Cybersecurity and Digital Privacy;
  • Competitive European Security Industry.

Having set out these key areas, the paper then provides further background context on each of them, covering:

  • The main challenges in these areas of focus;
  • Some of the research, development and innovation milestones associated with these areas;
  • Relevant emerging or disruptive technologies associated with the areas;
  • New markets which could emerge from funding in these areas.

In addition to setting out these areas of focus the paper also provides a number of key conclusions which resulted from the Advisory Group and stakeholder consultation, and highlights societal concerns and issues of a cross-cutting nature will influence the work-programmes of this challenge area, noting the role of the individual in society, gender and international co-operation as being important.

The scoping papers are working documents not formally endorsed by the Commission, the adoption and publication of the 2018-2020 work programme is expected in October 2017.
